Das Europäische Parlament hat heute für einen besseren Schutz der Bienen gestimmt, in dem es einen Vorschlag der EU-Kommission zur Bewertung und Zulassung von Pflanzenschutzmitteln zurückgewiesen hat – auf Antrag der Fraktionen der Sozialdemokraten, Grünen, Liberalen und Linken.
Als umweltpolitische Sprecherin der SPD-Abgeordneten im Europäischen Parlament begrüße ich die Entscheidung, denn das Artensterben nimmt welt- und europaweit zu. Allein in Deutschland hat die Masse an fliegenden Insekten in den letzten 27 Jahren um 75 Prozent abgenommen. Dabei sind Bienen und andere Insekten unverzichtbar für unsere Ökosysteme. Einer der Hauptgründe für das Insektensterben ist der Gebrauch von Pestiziden.
Das Europäische Parlament trägt mit dieser Entscheidung zum Schutz der Bienen und der Artenvielfalt bei. Wir Sozialdemokratinnen und Sozialdemokraten fordern, dass die EU auf Basis aktueller wissenschaftlicher Erkenntnisse Bienen und Umwelt vor gefährlichen Pflanzenschutzmitteln schützt. Dies unterläuft der Vorschlag der EU-Kommission, der dir Verordnung zur Bewertung und Zulassung von Pflanzenschutzmitteln ändern soll.
Die Mehrheit des Europäischen Parlaments hat dafür gesorgt, dass geltendes europäisches Recht eingehalten und der Schutz der Bienen ernst genommen werden.
Der Kommissionsvorschlag sieht eine Risikobewertung von Pflanzenschutzmitteln lediglich vor hinsichtlich ihrer akuten Giftigkeit für Bienen. Somit vernachlässigt der Vorschlag die Bewertung der langfristigen Auswirkungen auf Bienen und auf deren Larven. Nach Meinung unserer sozialdemokratischen Fraktion im Europäischen Parlament widerspricht dies den wissenschaftlichen Empfehlungen der Europäischen Behörde für Lebensmittelsicherheit. Zudem verstößt der Vorschlag gegen das Gebot einer umfassenden Risikobewertung für Bienen aus der bestehenden Verordnung über das Inverkehrbringen von Pflanzenschutzmitteln.

The European Parliament has today voted in favor of better protection of bees by rejecting a Commission proposal for the evaluation and authorization of plant protection products, at the request of the Socialist, Green, Liberal and Left-wing groups.
As environmental spokeswoman for the SPD MEPs in the European Parliament, I welcome the decision, because species extinction is increasing throughout the world and throughout Europe. In Germany alone, the number of flying insects has dropped by 75 percent in the last 27 years. Bees and other insects are indispensable for our ecosystems. One of the main reasons for insect killing is the use of pesticides.
With this decision, the European Parliament contributes to the protection of bees and biodiversity. We Social Democrats demand that the EU protect bees and the environment from dangerous pesticides on the basis of current scientific knowledge. This is undermined by the proposal of the EU Commission, which is to amend the regulation on the evaluation and authorization of plant protection products.
The majority of the European Parliament has ensured that existing European law is respected and that the protection of bees is taken seriously.
The Commission proposal only provides for a risk assessment of plant protection products with regard to their acute toxicity to bees. Thus, the proposal neglects the assessment of the long-term effects on bees and their larvae. In the opinion of our Socialist Group in the European Parliament, this contradicts the scientific recommendations of the European Food Safety Authority. In addition, the proposal infringes the requirement for a comprehensive risk assessment for bees from the existing Regulation on the placing of plant protection products on the market.
